The Protected Area Accelerator (PA Accelerator), implemented as part of the Eternal Mongolia PFP, provides a unifying programmatic lens and delivery mechanism through which MNLF strategically sequences and prioritizes its grant making and technical support to PAs. It is operationalized through two complementary components: a Readiness Accelerator and an Impact Accelerator.
01 · Readiness
Readiness Accelerator
The Readiness Accelerator supports PA teams to define priorities, establish robust management plans and ecological baselines, through small grants and coach-guided management effectiveness self-assessments, planning support and training. The emphasis is on sound planning and preparation, so that subsequent investments by MNLF are well-targeted and carry lower risk. PAs that successfully pass the Readiness Accelerator become eligible to request funding through the Impact Accelerator for the following types of grants.

Impact Accelerator
Protected Area Development Grant
This grant provides direct financial support to protected area administrations and partners to help them implement priority conservation actions from their existing management plans. Development grant focuses on enabling immediate, on-the-ground improvements.
Focal Parks Grant (up to three sites)
The Focal Parks Grant is a selective funding mechanism that supports a small number of high-potential protected areas to become national model parks through large size grants. The grant focuses on advancing financial self-sustainability, strengthening conservation outcomes, enhancing visitor management and tourism revenue, and building strong partnerships with local communities. The grant aims to demonstrate excellence in protected area management and set standards that can inform broader national practice.
Applications: The PA Accelerator was officially launched on March 3, with all administrations managing nationally protected areas invited to submit applications. A total of 36 administrations applied and underwent a rigorous evaluation process conducted by a Technical Evaluation Committee comprising government representatives, conservation and protected area experts, as well as tourism and sustainable finance specialists. Following the evaluation process, 16 protected areas were selected to join the inaugural cohort of the PA Accelerator Program.

MNLF provides earmarked grants to the Khomyn Talyn Takhi NGO, which has managed Khomyn Tal National Park since 2024, as part of the Eternal Mongolia PFP — making it our first earmarked grantee. The grant aims to support takhi conservation and reintroduction, rangeland management, and community-based protection of the reserve.

The work so far

Takhi reintroduction
Continuing the return of the takhi — the world's last truly wild horse — to Khomyn Tal, with ongoing monitoring of herd growth, health, and movement across the reserve.

Rangeland management
Balancing grazing pressure between the takhi population and local herders' livestock, and restoring degraded pasture within the reserve.
03
Community stewardship
Involving buffer-zone herder families directly in protection work, supporting livelihoods and running conservation education in the surrounding soums.

Monitoring & research
Wildlife population surveys, ecological baseline data collection, and strengthened ranger patrols against illegal hunting.

Grant process
How funding is disbursed

Open Call
Protected area administrations, NGOs, CBOs, academia, and SMEs apply through Open Calls. Ministries and government agencies submit requests through the Project Coordination Unit (PCU).
02
Technical Review
Proposals are vetted by MNLF staff and evaluated by the Technical Coordination Committee against predefined eligibility and scoring criteria.
03
Board Approval
Grant recommendations are reviewed and approved by the MNLF Board of Directors, ensuring independence, transparency, and fiduciary compliance.
04
Grant Agreement & Disbursement
Successful applicants sign a grant agreement and receive funds in tranches tied to implementation milestones and reporting requirements.
05
Implementation & Monitoring
MNLF monitors grant implementation through regular field visits, progress reports, and third-party evaluations, results feed into the national MEL framework.
